It shouldn't. SVG cleanup removes editor metadata, redundant paths, and unused definitions — it doesn't rasterize or simplify the actual shapes, so the rendered result should be visually identical.
No hard limit, but repeated lossy compression on the same file gradually degrades quality — each pass discards a little more. If you need to adjust settings, start again from the original rather than re-compressing an already-compressed copy.
